Mark Heyliger, director of the Road Department, briefed the committee on the department’s 2026 local projects plan, saying ten design bids have been received, six projects are out for bid, and the Royalton Township agreement is in place; he expects all agreements to be signed by April. Heyliger said all townships have planning approval on their project selections.
Heyliger also asked the committee to allow the county to bid engineering services by the end of February and to include replacement of the current Engineer of Record, Kevin Stack, as a requirement. He said he would contact other counties to learn their processes and to inquire about sharing engineering services. The minutes record these procurement intentions and a public commenter later noting the relative costs of contracted versus on‑staff engineering.
