Director Theresa Crane told the council that about 350 current Black Earth subscribers in the city will be included as early adopters and will be offered the free service or the option to gift their subscription.
Council members asked whether current users would be recruited and how the program would reach the 1,500 target; Director Crane said current subscribers would be included as early adopters. The motion to approve the contract carried by voice vote.
