Water board warns of repeated HDPE joint failures; council told $56,000 spent on leaks so far this fiscal year

Water Board Chair Ron Gault briefed the Huntsville Town Council on Dec. 5 about repeated leaks and infrastructure stress in the municipal culinary water system. He reported six major leaks since September and said the town has spent roughly $56,000 on leak repairs so far this fiscal year against a $70,000 maintenance budget. "We have spent $56,000 so far this fiscal year on leaks," Gault said, adding there is a $350,000 reserve but that exceeding budget this year would require Council approval to dip into reserves.
Gault explained troubleshooting findings: nighttime usage spikes (about 40,000 gallons observed at 2:00 a.m.) suggest continuing undetected leaks; the town has approximately 18,000 feet of HDPE distribution line installed in 40-foot lengths (roughly 450 joints), and HDPE's thermal expansion and sensitivity to stress cracking make joints a likely failure point. Recent replacement-cost estimates for 12-inch HDPE alone were cited at roughly $468,000, making a full replacement infeasible at present. Gault recommended continued targeted repairs, improved mapping, and bringing a leak detection contractor to search for additional problems in the coming week.
Council heard that line repairs, parts and labor have driven recent costs and that staff will return with further recommendations and a status update on any additional leaks and possible budget adjustments if additional reserve use is required.
