Huntsville council declines town cost-share for resident's driveway after water-line repair

Resident Jeff Hansen presented photos and video documenting a water leak that, he said, undermined two concrete driveway slabs and requested the Town help cover replacement costs. Hansen supplied contractor quotes: $2,350 for one slab and $3,378 for the other, and he provided video showing substantial flows Oct. 10'13 and excavation activity on the site.
Councilmembers debated the town's verge ordinance and historical practices. Mayor Pro Tem Sandy Hunter read the ordinance language that places responsibility for permanent structures and landscaping in the right-of-way on property owners, noting: "If such impediments are required to be removed by Huntsville Town to gain infrastructure access it will be done at the expense of the property owner." Several councilmembers said the Town has, in past instances, helped pay to restore removed sections. A motion to provide a temporary gravel fix until spring and to pay half the replacement cost for the section the Town excavated was made and amended during debate; the minutes record that the motion did not pass.
The Council did not take further action to fund additional slabs beyond those already acknowledged as removed by the Town's repair work. Hansen's supporting attachments, including contractor estimates and videos, were entered into the record for future reference.
