Huntsville council adopts reorganized General Revenue code, raises some fees and splits subdivision categories

The Huntsville Town Council approved Ordinance 2024-12-05 on Dec. 5, consolidating financial chapters into a new Title 4 “General Revenue” and adopting a revised schedule of fees for licensing, utilities, parks and permits. Council members said the changes aim to simplify administration and ensure fees better cover the Town’s costs.

During discussion, Town staff and Council reviewed rental fees proposed for the new Town Hall/community center and debated whether to place operational rules inside the ordinance or in a separate manual. Clerk Beckki Endicott urged a flexible approach: "not putting the rules in the ordinance so they can be changed without having to adjust the ordinance," she said. The council also agreed to split subdivision application fees into two categories (small vs. large) and increase variance application fees to $500 plus any legal fees to better reflect the Town’s administrative and legal costs.

The ordinance sets a new park special-events fee schedule; the council set a $3,500 fee for events expected to draw 501–700 attendees, with fees for events over 700 to be decided on a case-by-case basis. Council members also discussed resident discount approaches for Town Hall rentals and the possible use of coupon codes to provide resident pricing. Mayor Richard L. Sorensen moved to approve the ordinance with the edits discussed; the motion carried on a roll call vote.

The new Title 4 text includes detailed sections covering telecommunication license taxes, transient room tax, sales and use tax, land-use and permit fees, utility charges and a series of administrative and parks/facility rental fees. The ordinance takes effect immediately as provided in the text. Council directed staff to finalize clerical edits and to publish the updated fee tables to the Town website.
