Salem grants preliminary approval for Daniels storage yard and batch plant, imposes multiple permitting conditions

The Salem Township Board on Dec. 18 granted final approval of an Existing Conditions Plan and preliminary approval of a Proposed Conditions Plan for James Daniels’ proposed storage yard and concrete batch plant on Tax Map Parcel No. 57-19-00-0-090, contingent on multiple engineering, permitting and plan revisions.
Conditions required before full approval include: labeling existing buildings and a perimeter wall on the plan; showing the edge of the SR-819 right-of-way and the 40-foot front setback (or requesting an approved modification for any encroachment); submitting stormwater management revisions for township-engineer review and DEP/NPDES and WCD erosion-and-sediment approvals (or letters indicating no review required); correcting the PennDOT HOP application address; obtaining a township driveway permit for Boggs Hollow Road access; and adding revision numbers and dates to plans. The board noted that an existing garage appears to encroach within the 40-foot front setback and that a formal modification request and written PennDOT consent may be required if parking encroaches into the setback.
Abutting property owner Lisa Segina raised concerns that an as-built structure has been inside the 40-foot setback for four years and asked when the matter would be addressed. Planning Commission Chair Connie Mattei and supervisors said encroachment modifications must come to the Supervisors and that the plans must be revised to reflect existing site conditions prior to final approval. The motions to amend the main motion and then to grant conditional approvals passed unanimously.
