Commission tables Food Bank site-plan for setbacks, parking and encroachment clarification

Surveyor Dan Irvin presented a proposed building addition for the Westmoreland County Food Bank on tax parcel 57-12-00-0-087. The commission found the site plan lacked sufficient detail to determine off-street parking and loading requirements and requested a revised plan.
The commission required the applicant to show a 15-foot rear and side yard setback, a 30-foot front setback from Devonshire Road and Cloverleaf Drive, removal of topographic contours for clarity, building dimensions and area, labeled access from Cloverleaf Drive, parking-space counts and dimensions (9-by-20 feet minimum per space), row-widths (minimum 24 feet), labeled loading-dock sizes for three proposed docks, and internal traffic circulation. The commission also required a plan note addressing the shed encroachment; recommended wording provided at the meeting stated: "Nothing in the Township's approval of this Plan shall be deemed or construed to condone, permit, license or authorize the encroachment of the 'shed' onto the subject property in the location shown on the Plan, such encroachment being a private matter to be resolved between the property owners." Stormwater and erosion-control approvals are required before final approval. The commission voted to table the plan until these items are submitted.
