Township officials tell Clinton County board insurance, staffing make local zoning unaffordable

Supervisors from several Clinton County townships told the board county services include liability coverage and capacity townships lack, and asked the county to preserve insurance and staffing rather than shift responsibility to individual townships.
Multiple township supervisors said their townships cannot bear the financial and legal exposure of running Planning & Zoning independently. Kent-area and northern supervisors described limited tax bases and staff that cannot absorb the extra workload; Victor Township’s Maggie Sayles said the county Planning & Zoning budget is less than 1% of the county budget and provides liability coverage many townships do not carry.
DeWitt Township supervisor Amanda McClanahan detailed the cost of local coverage, saying DeWitt "carries a $2 million liability policy at a cost of $200,000/year." Township officials asked whether the county could extend umbrella insurance or otherwise help townships that choose to retain local services. Facilitators recorded those questions and flagged them for the board’s follow-up.
