Council approves River Landing roundabout, dirt‑to‑pave package and waterfront ice‑machine purchase

Amanda (county staff) reported that only Blythe Development LLC responded to the combined advertisement for the county and the City of Charleston; because Charleston declined its portion, the county recommended awarding the county’s River Landing / 7 Farms Drive roundabout project to Blythe Development for $2,569,097.76. Council moved, seconded and approved the award.
The county also awarded the 2026 dirt‑to‑pave and intersection improvement package (two intersection projects and 14 dirt‑to‑pave roads) to Banks Construction Company at $6,324,913.77 after four firms responded; the motion carried. In addition, council approved awarding a contract to Ice House America for an industrial ice machine for the Berkeley County Waterfront Park in the amount of $242,497.75, to be funded from the parks and rec fund balance.
Other operations items approved earlier included change orders for Waterfront Park roofing and flooring totaling $133,814.71 and references to past projects completed by the low‑bid contractors as context for the awards. Council recorded the motions and declared that each motion carried.
