Andy Bjork said written policies and procedures help a commission get to content rather than spend meeting time on process; he offered to volunteer to write templates. "It could be more of a handbook," he said, noting that structure supports continuity as leadership changes.
Councilors noted that annual reports already exist and could be used as a basis for handbook material. One councilor suggested distributing polite rejection letters to applicants while retaining their application on file for future openings. There was broad agreement that improving documentation and training would likely improve diversity of applicants and the effectiveness of volunteers; no budget decision was made.
