Jack Grant, a member of the Henderson Home Commission, told the council that his appointment process was straightforward: he researched the ordinance, submitted a letter and resume, had a 20-minute phone call with 'Sy' in the mayor's office and received notice of his appointment and swearing-in. "The process is there," Grant said, adding that his commission receives responsive support from city staff.
Other commission members described gaps. Andy Bjork, who sits on multiple commissions including the Energy & Environment Commission, said some commissions lacked up-to-date policies and that chairs sometimes had to act as recruiters to fill vacancies. Emily Conklin, vice chair of the Energy & Environment Commission, said her online application in 2021 felt like "a black box" and urged templates, a handbook, and trainings such as Robert's Rules and open-meeting requirements. "If we get a commissioner who is not aligned or who is problematic... what is the procedure for that?" she asked, urging clearer procedures.
