The Chair asked whether the draft reflected consultations with staff and other members; Smythe replied it was compiled from conversations with the city solicitor, city manager and city clerk and feedback from fellow councilors including Pinnock, Carlin and Zai. Smythe told the council that most of the content was existing material reorganized rather than brand-new rules.
