Property owner Marco Borichet told the board a March 11, 2025 fire damaged the building at 1242 121st Street and that he proposes to reconstruct it as a two‑unit building rather than the earlier four‑unit configuration. Borichet said the property sits on a narrow lot (about 30 feet wide) and requested a conditional use and three variances so the rebuilt structure could be a lawful two‑family dwelling under current zoning.
Staff reviewed the petition and recommended approval subject to conditions: concurrent approval of the related variances, improvement and paving of the rear parking area with drainage compliance, completion of necessary building permits and issuance of a certificate of occupancy limited to two units, and compliance with city codes for nuisance and property maintenance. The board accepted the staff report and voted to grant the conditional use and variances (3–0). The staff record notes the building is listed in a 1996 Lake County interim report as a contributing building and that the proposal preserves the structure’s architectural value while bringing the property into compliance.
The board’s approvals are contingent on the paving/drainage improvements for rear parking and securing all necessary trade permits before a final certificate of occupancy is issued.
