Council debates fees, management and use of proposed Community Center

Clerk Beckki Endicott told the council the new fees listed in the draft ordinance are proposed for the Community Center and are based on fees charged by other municipalities. "The new fees listed in the ordinance are proposed fees for the new Community Center," she said, and said staff used comparable-city examples when drafting the schedule.

Councilors discussed operational topics including league-play fees, open-play schedules and tournaments, and possible terms for an MOU with the Ogden Valley Tennis and Pickleball Association regarding outdoor court use and maintenance. Councilmember Artie Powell objected to the prospect of charging residents additional taxes or fees, while others pressed for fees that cover utilities and maintenance costs. Clerk Endicott also noted a correction requested by Councilmember Lewis Johnson to the secondary-water connection fee: the correct fee should be $1,000 or actual cost of connection, whichever is greater, and each 3/4-acre requires two shares purchased. The council did not take a final vote on the ordinance and directed staff to continue research and bring a draft back for further consideration.
