The Hammond Board of Zoning Appeals voted 3–0 to grant a developmental variance for Ray’s Dream Casa Inc., allowing a reduction in minimum lot width from 40 feet to 37 feet and a reduced lot area (4,750.8 square feet) to enable construction of a single-family home at 2633 164th Place.
Applicant Lupe Ambrosio told the board the parcel was purchased from the city and “the lot that we purchased from the city is only 37 feet,” and said many neighboring lots already fall below the 40‑foot standard, so the proposed 37‑foot width “would fit in on the block.” Staff recommended approval subject to three conditions: final technical review and approval of building and site plans; inclusion of an elevated crawl space so finished first‑floor grade is raised; and removal of an unnecessary curb cut and driveway apron on 165th Place because garage access will be from the alley.
A board member moved to accept the staff report and proposed findings of fact and then moved to grant the developmental variance; the roll-call vote recorded three ayes and the motions passed. The decision includes the staff conditions and requires the applicant to obtain final plan approvals before construction.
