Heather Morgan provided an economic development update during the March 30 Pratt County Commission meeting, saying, "The bill was submitted to the Governor on Friday, March 27." She told commissioners the Neighborhood Revitalization Bill is now with the governor and will become law if not signed or vetoed within 10 days.
Morgan also described concerns about House Bill 2745, a proposal to cap annual property-tax revenue increases. She told the board that the cap could reduce flexibility for local governments, constrain bonding capacity, and eliminate the growth factor tied to new property valuation—changes she said could affect how the county implements neighborhood-revitalization efforts. Morgan also noted that the bill could expand administrative responsibilities for the County Clerk’s office.
The commission did not take immediate action on the issues; county staff indicated they would continue to monitor the bills and report back as the legislature’s timeline unfolds. Commissioners thanked Morgan for the update and asked staff to follow up on potential operational impacts to bonding and valuation calculations.
