Commission defers decision on 40-unit townhome rezoning amid wetlands, flood concerns

Staff recommended approval, saying the proposal aligns with the neighborhood mixed-use future land use designation and that development would be held to GC standards if rezoned.
Commissioners focused significant attention on wetlands shown on the conceptual plan and on floodplain impacts. One commissioner said, "I'm a little concerned about that aspect of it. I would like some more answers on the wetlands that are potentially being filled." Planner and architect Anthony Bridal said engineers intended to pursue a national wetland permit and that the parcel is in a coastal AE flood zone, adding, "the intention with the building themselves is that these would be raised ... because we would have to conform to even more strict floodplain standards." Commissioners asked whether the proposed hammerhead turnaround would accommodate emergency vehicles; Bridal confirmed the turnout was sized for fire apparatus.
Because questions about wetland delineation and flood mitigation remained unresolved, a commissioner moved to defer the item for one month so the applicant could return with more information; the motion was seconded and carried. Staff was instructed to coordinate with the applicant on the follow-up submittal and to provide the requested information at the next meeting.
