Select Board approves three-year Mountain Towns Recreation contract, asks to revisit cost shares before next term

The Winhall Select Board voted June 3 to approve a three-year contract with Mountain Towns Recreation, continuing local support for youth programming. The town currently pays $20,000 toward MTR and staff reported roughly 20 Winhall participants in MTR programs; the regional program records 463 total registrations across five member towns.
Liam Elio, representing Mountain Towns Recreation, said the multi-year commitment was intended to allow the program to hire and retain staff and to plan activities in advance. Board members said they value the program but expressed concern that Winhall’s share may be disproportionate under the contract’s current population-based formula. The board approved the contract with a caveat that they will revisit the percentage allocations before the next contract cycle so cost shares reflect updated participation or population data.
Town Administrator Lissa Stark noted the Winhall contribution is drawn from the General Reserve Fund per voter direction. Trustees asked MTR to provide more detailed financials and participation data to support future allocation decisions.
