Winhall pre-bid meeting outlines culvert and paving work for Stratton Mountain access road

The Town of Winhall held a pre-bid meeting on June 18 at the Stratton Mountain Road intersection to review paving and culvert work for the Stratton Mountain access road. Chair E. Stuart Coleman opened the session and representatives from local contractors and the Vermont Department of Environmental Conservation attended to inspect existing culverts and discuss the scope.
Contractors were told culvert bids are due June 30 and the town expects to make an award just after the July 4 holiday. VTDEC staff member Josh Caruajal will circulate technical details by email, including culvert sizes, dewatering requirements and planned road closures. The meeting record notes that the Stream Alteration Permit will be required of the contractor while the town will handle wetlands and Army Corps permitting.
Participants reviewed on-site conditions for each culvert and discussed coordination between paving and culvert work. The RFP seeks a contractor who can coordinate culvert procurement with paving at the intersection. The meeting adjourned at 9:32 AM on a motion by Beth Grant, seconded by Christie Boswell, unanimous.
