Winhall approves Local Emergency Management Plan; police report festival staffing and funding needs

The Town of Winhall Select Board voted unanimously May 6 to approve a finalized Local Emergency Management Plan (LEMP) brought forward by Chief of Police Derrick Tienken.
Tienken told the board the Gather Festival “ran very well” with close coordination with Stratton emergency services and only one arrest over the weekend; he also reported noise complaints in the area and said Green Up Day at the Art Center went well. He said the department will apply for annual VLCT 50/50 matching funds to support equipment purchases, patrols, and highway-safety training and that he is recruiting to replace an officer who will move to part-time in October.
The LEMP presentation included minor edits for the board to review before a June 1 approval deadline; Christie Boswell moved to accept the plan and Elizabeth Grant seconded. The motion passed unanimously. The board asked staff to file the adopted plan with state emergency-management contacts as required and to include any budget impacts in the FY2027 process.
The board also received routine operational updates from the department and directed Tienken to pursue the matching funds application and return with any budget requests tied to equipment or training.
