Commission considers transfers, PILT and EMS reimbursements to make special service districts whole

Commissioner McCandless proposed using expected EMS reimbursements (PILT-like funds) and optional sales tax to fill shortfalls for special service districts. “EMS is going to be giving that bill money $170,000 back to us…that $178,000 for PILT money needs to go to SSDs,” she said, explaining that money should be directed to REC SSD and the Solid Waste SSD to make them whole.
Commissioners and staff discussed mechanics and legality of transfers and noted other outside entities under consideration for Q4 payments (Sea Haven and the Humane Society) would be revisited in September or as part of an end-of-year amendment. Bill Henson urged that entities receiving TRT mitigation funding should also provide letters supporting tourism promotion when requesting county funds. Staff agreed to contact affected entities and to prepare the formal budget amendment showing transfers.
