Brookings County awards multiple 2026 highway bids, approves contracts with local and regional firms

Brookings County commissioners on Feb. 3 awarded a series of bids for 2026 highway materials and services and authorized related agreements. Highway Superintendent Brian Gustad presented the bid results and the board approved awards for crushed gravel, crushed quartzite rip-rap and erosion stone, HR class asphalt, asphalt patching, emulsions (CRS2‑P and CSS1H), fold-and-form PVC/UV CIPP services and aggregate base stabilizer.
Winners included Bowes Construction (Brookings) and Sterzinger Crushing (Taunton, MN) for ¾" crushed gravel; L.G. Everist (Brookings plant) for crushed quartzite and pea rock items; Duininck and Bowes for HR class asphalt items; Jebro Inc. (Sioux City, IA) for road oil emulsions; Subsurface, Inc. (Moorhead, MN) for CIPP work; and Team Laboratory Chemical Corp. for aggregate base stabilizer. The board authorized agreements numbered #26-10 through #26-18 by roll call vote; each motion carried with all five commissioners voting "aye." Gustad noted the official bid opening schedule and prices as listed in the record.
Commissioners also approved a pricing acceptance for Trane work on the BCOAC and signed multiple change orders that adjusted contract values for structure and approach grading projects. The awards and agreements follow standard county procurement processes and will govern county purchases of materials and contractor services for road maintenance and construction during 2026.
