Commissioners, residents urge clearer plan after Withlacoochee water report

Commissioner Jeff Kennard, who has served on the authority since 2016, said the report is "pretty milk toast" and warned it provides no financing plan or specific next steps to protect the Floridan aquifer and the county's drinking-water supply for the next 20 to 40 years. Kennard said the consultants repeatedly include desalination and large reservoirs in studies, "but there's no financing plan for any of that. Who's gonna pay for that?"
