County submits seven census‑tract nominations for Opportunity Zone 2.0; most tracts lie in Hagerstown

The Washington County Board of County Commissioners voted July 28 to submit nomination packets for seven eligible census tracts for Opportunity Zone 2.0, a federal program designed to attract tax‑advantaged private investment.
Jonathan Horowitz, director of the Department of Business and Economic Development, told commissioners the county will submit all seven eligible tracts, most centered in the city of Hagerstown. He said participation carries no fiscal impact to the county and that county‑owned parcels in those tracts are almost entirely residential, with one 2.5‑acre commercial parcel on Eastern Boulevard that staff expects could be annexed and developed.
Horowitz cautioned that selection is competitive and that the state is expected to activate roughly 25% of submissions. Commissioners approved the motion unanimously (5-0).
