County awards 2026 highway bids to multiple firms; staff says asphalt costs down overall

At its Feb. 3 meeting the Brookings County Commission approved a package of 2026 highway bids and the corresponding purchase agreements, awarding materials and services to multiple firms including Bose Construction, LG Everest, Gebro Inc., Subsurface Inc., Team Laboratory Chemical Corp and others. Staff explained bids are kept active to supply materials for planned projects and in case of emergencies.
"We do our annual bids to set them in place in case we would have an emergency or we do want to purchase material from them," staff said during the highway discussion, describing why the county maintains multiple annual contracts. Staff later noted selected asphalt products were lower than last year (examples: some emulsions down about $30–$70/ton depending on product) while some erosion-control crushed quartz figures rose slightly. The board voted on each bid item and approved the related agreements and contract awards by roll call.
