Staff described a vaccination-based membership system that the proposed lock software will enforce by verifying addresses when owners submit vaccination records. "The lock software... that's supposed to take care of all that," staff said, explaining the system will read submitted vaccination records and limit access accordingly. Board members debated setting a maximum capacity and whether the park would self-police; staff agreed to research a formula for dogs-per-acre and report back.
On motions, a committee member proposed the $40/$50 fee structure with the $10 per additional dog and the board approved the motion by voice vote. Staff listed next steps including confirming lock-box installation, procuring shade structures and scheduling an opening event with the mayor once systems are tested.
