Council advances ordinance to create city-county Convention & Visitors Commission

Council advanced Ordinance No. 41-2025/26 on second reading to establish a Florence City-County Convention and Visitors Commission as the governing body for the Convention and Visitors Bureau (CVB). County staff and legal counsel told council this governance change is intended to maintain CVB employees' state-employee classification and preserve payroll benefits while placing governance with a new commission.
County Administrator Kevin Yokim explained that under the current arrangement the CVB operates as a division of Pee Dee Tourism, which no longer wishes to maintain payroll and administrative responsibility. "Pee Dee Tourism no longer wishes to maintain the CVB as a division, including responsibility for payroll and other administrative functions," Yokim said. The proposed commission would have seven members: four appointed by the City of Florence and three by Florence County. The ordinance passed on second reading unanimously; it would change governance structure but not the CVB's core functions or funding sources derived from the 2% state accommodations tax.
