Developer Jim Westing told the commission he proposes a single‑story independent care facility adjacent to Freighter on Edgewood Road, with mostly one‑bedroom units and a maximum shown on the concept plan of 40 units. The facility would include a commercial kitchen and dining area to provide optional meals, shared services with a nearby senior facility, a hair salon for residents, activity rooms, a chapel and a large patio overlooking a wildflower area on the property.
"The plan that's here would be the max, 40 units, but I don't think it'll be that large," Westing said, adding the developer expects to provide about 42 parking spaces and accessible units. Commissioners asked about staffing and medical support; Westing said nights would have one staff on duty, with two staff during the day and nursing support shared from the nearby facility. The commission indicated it viewed the concept positively and agreed to forward a positive recommendation so the developer may proceed to formal architectural and engineering work for a planned spring 2027 construction start if approvals and agreements allow.
