Plan Commission recommends ordinance to license residential dog‑breeding kennels

The Kewaskum Plan Commission on July 28 recommended that the Village Board consider an ordinance to regulate residential dog‑breeding kennels, including a single operator license per parcel and a minimum three‑acre lot size.
Tammy, the staff presenter, said the draft ties eligibility to ownership and existing chapter 95 standards and requires DATCP registration and national breed registry documentation. "The license is required, and there's only one license per parcel," Tammy said. She outlined record‑keeping requirements (records retained for five years), inspection authority, emergency suspension and revocation, and an appeals route to the zoning board of appeals.
Commissioners discussed the process for voluntary surrender of a license. A commissioner suggested a waiting period before reapplication; after discussion Tammy agreed to add a six‑month minimum waiting period following voluntary surrender. Commissioner (S7) moved to recommend the ordinance to the Village Board with that amendment; another commissioner seconded and the commission carried the motion on a voice vote. The item will proceed to a public hearing on August 3 and then to the Village Board for final consideration.
