Commissioner recuses; commission approves Mobridge asphalt-surface contract

Before discussion of item 5, the chair declared a conflict and recused, stating the recusal would apply to bid item number 5 and that Vice Chair Frick would take over for that vote. Sam Weisgram then presented item 5 and said "Jensen Rock and Sand was the low bidder of 3 bids received for this project. Their bid was 3,335,000, which was 374,000 or 12.6% above the engineer's estimate of 2,961,000." He described the work as asphalt surface treatments on multiple routes within the Mobridge area and recommended award after review.
A motion to approve the award was made and the roll call showed approval by commissioners present; the motion carried. The recusal by the commissioner who declared the conflict was noted in the proceeding. Staff will proceed with contract award steps for the Mobridge routes.
