Commissioner Fletcher told the court he attended the Conference of Urban Counties policy committee meeting and that the policy statement was significantly shortened and generalized. "It's centered around lowering unfunded mandates and cost cost shifting from state to local governments," Fletcher said, and he described five initial principles and multiple subheadings covering taxation, courts, transportation and other matters.
Fletcher raised several specific issues to watch for in the legislative session starting Jan. 12: he flagged housing finance corporations extending projects beyond jurisdictional borders and a resulting fee distribution loophole, advocated for tax-free fuel parity for local governments where schools already receive it, and requested clearer delineation of county versus state responsibilities for HHS and CPS matters, citing past instances where the county paid for drug testing or state training costs. He asked colleagues to forward concerns to Commissioner Hale, who will attend the final meeting on Nov. 20.
