The South Dakota Department of Transportation recommended awarding a contract for dynamic message signs to BX Civil after the company submitted the only prime bid for the work. Sam Weisgram, in the Office of Project Development, told the commission that BX Civil was the only bidder for the project, which covers seven sign locations in the Rapid City and Pierre regions, and that staff had no major concerns with the bid pricing.
Weisgram said staff had discussed the project with BX Civil and learned there had been competition at the subcontractor level among electrical contractors. He told commissioners the bid was higher than the engineer's estimate and recommended award rather than re-advertising. "BX Civil was the only bidder for this project," Weisgram said.
