Sam Weisgram said the bid was "$401,000, which was a $126,000 or 45.9% above our engineers estimate of $275,000," and explained that staff had reviewed the submissions and believed the price was justifiable given local conditions and the set of three bids received.
A commissioner moved to approve the award; during brief discussion one commissioner noted that the other two bids were higher in that Keystone area and said, "So I think this is a fair bid." The clerk called the roll and commissioners present voted to carry the motion, approving the contract award for item 1.
