Public Power Pool official says Collin County has saved about $5.1 million; procurement RFP planned

David Quinn, program manager for the Public Power Pool, told the Collin County Commissioner’s Court that the pooling arrangement has delivered substantial savings for the county. "For Collin County, the savings was about $5,100,000 since you all joined at the beginning of the program," Quinn said, and he told commissioners the group manages about 3,500 accounts and aggregates roughly $60,000,000 in annual purchases.
Quinn outlined upcoming procurement timing and contract context, saying the current contract with Shell Energy Solutions expires at the end of next year and that the pool plans to issue an RFP to every registered retail electric provider in January. He gave the county a FY25 electricity budget projection of $2,306,834 and described the program’s aggregation fee as "99¢ per megawatt hour," which Quinn contrasted with typical broker fees of $3–$5 per MWh. "We will send out an RFP to every registered retail electric provider in the state," he said, noting counties will have an opportunity to review procurement details when the proposal is finalized.
