The South Dakota Department of Transportation Commission unanimously approved awards for projects 1, 3 and 6 from the June 3 letting at its June 11 teleconference meeting. Mike Beam, SDDOT director of planning and engineering, introduced the bid awards and turned the presentation over to Sam Weisgram of the Office of Project Development.
Weisgram said the June 3 bid opening covered six contracts and produced 12 bids. "The low bids totaled $4,754,000, which is $511,000 or 12.1% above the engineer's estimate of $4,242,000," he said, and recommended awarding contracts 1, 3 and 6 based on the bid reviews. The commission moved to approve the awards and carried the motion on a roll-call vote of present commissioners.
The decision followed staff review that found Project 3 within 10% of the engineer's estimate while Projects 1 and 6 came in more than 10% below the estimate, per Weisgram. The commission recorded affirmative votes from the commissioners present and took no public comment on the award items.
The commission did not amend the staff recommendation or attach conditions; contracts will be routed to the successful bidders and preconstruction steps will follow under the department's standard contracting timeline.
