Commission awards seven highway contracts after bids come in under estimate

The Department of Transportation Commission on April 9 voted to award a group of seven construction contracts after staff reported collective low bids were substantially below the engineers' estimate.
Sam Weisgram of project development told the commission that "the April 1 bid opening consisted of 10 contracts. Total of 31 bids were received. The low bids totaled 18,038,000 which was 2,140,000 or 10.6% below our engineers estimate of 20,178,000." Based on staff review, he recommended awarding the contracts for projects 2, 3 and 6 through 10 and noted which projects were within 10% of estimates and which were more than 10% below.
A commissioner moved to approve the staff recommendation, the clerk called the roll, and commissioners present voted to carry the motion; the group award was approved. The commission did not record objections during discussion. The motion carried and staff were authorized to proceed with contract awards for the specified projects.
