Legal counsel Nathan Bracken briefed the board on legislative developments from the 2026 state session that affect local land use and water planning. Of note, counsel said the Service Area will need to adopt a 40-year plan for water exactions by January 1, 2028, that there is a new electronic form requirement for certain submissions, and that accessory dwelling units (ADUs) are now a permitted use in single-family zones under the 2026 changes.
Trustees did not take a formal vote on policy changes at the meeting; staff will return with any required updates to forms and code restatement efforts. The board supported the proposed organization of the restated code and authorized staff to proceed with drafting the remainder of the restated code.
