Planning staff briefed the commission on a proposed specific implementation plan amendment to expand an outdoor storage area on a roughly 38‑acre industrial parcel at 2750 Vinland Street. The expansion would add approximately 3.94 acres of gravel outdoor storage, perimeter fencing, controlled‑access gates, grading and erosion control. Staff noted code requires outdoor storage to be screened from non‑industrial areas with walls or solid fencing (minimum 8 feet) and that yard landscaping requirements call for 10 landscaping points per 1,000 square feet.
The staff report said the proposed storage area is not visible from the public right‑of‑way or non‑industrialized areas, so additional screening beyond the proposed 6‑foot chain link fence was not required; the landscape plan shows nine red maples along the south property line and meets the yard landscaping requirement. Applicant Joel Erfirth of Mach 4 Engineering stated a minor modification: "we actually switched that to inside the fence or storage area... it's gonna be lawn or turf," and confirmed the drawing in the packet reflects that change.
With those clarifications, the Planning Commission moved, seconded and recommended approval of the SIP amendment by roll call, motion carried 8‑0. Staff said final stormwater and site plan reviews will occur during subsequent site plan review processes and listed conditions in the staff report.
