Court clarifies auction purchasing procedures and approves recent precinct equipment buy

Parker County's auditor asked commissioners to adopt formal procedures to govern county purchases at public auctions and to authorize an annual discretionary exemption so the county can buy items at auctions or from other political subdivisions while remaining in compliance with procurement law.

Auditor Brianna told the court that for purchases at auction the county should set up approved vendors in advance, have purchase orders that cover the maximum bid prior to the purchase and request an annual discretionary exemption to meet procurement code. "Any sort of purchase... an approved purchase order must be in place prior to those services being performed or making any sort of liability for the county," she said, noting prior practices had sometimes relied on post-auction paperwork that the auditor said cannot be the basis for payment.

Commissioners discussed prior auction purchases by precincts, credit-card payment workflows with auctioneers and cases where equipment bought at deep discounts had benefited county operations. The court approved the policy framework, asked staff to bring a resolution formalizing the discretionary exemption, and approved an item-specific precint purchase (Precinct 3 equipment purchased through Bradley O'Leary Auctions) that had been presented for ratification.
