Council schedules September public hearing to update parks rules (appendix A194)

"We decided that we needed to rewrite the regulations," said the staff presenter, explaining the rewrite organizes items into allowed vs. prohibited activities and clarifies when permits or notifications are required.
Councilors discussed whether park rules should remain an ordinance (enforceable by police) or be delegated to staff and whether the new director of parks and rec and town counsel should be involved in any larger overhaul. After debate the council amended an initial August hearing date and unanimously scheduled the public hearing for the council’s second September meeting (recorded in the motion as Sept. 17, 2026). Staff said the revised rules had been reviewed by the town attorney and the town insurer and that revised signage would follow the ordinance update.
