DOT to convey small parcel at no cost and sell adjacent lot near Watertown

John Keyes described a two-part disposal request connected to an older, canceled North Bypass project near Watertown. He said Lot B1 (a very small parcel identified in the plat) contains a well that was unintentionally excluded from a prior sale; staff recommended conveying Lot B1 at no cost to the adjoining owner to correct the earlier error. "Conveyance at no cost is due to an error in the previous survey and sale of said Lot A1 that failed to include the well," Keyes explained. The commission moved and approved the conveyance.
The second part is Lot B2, a 2.91-acre remainder appraised at $12,200; Keyes said the department will first offer the parcel to the City of Watertown at appraised value and, if the city declines, proceed to public auction under standard disposal procedures (SDCL 31-2-27). Commissioners approved the disposal process.
