Commission approves multiple right-of-way transfers and abandonment cleanup

John Keyes, who leads the right-of-way program, presented seven right-of-way items and recommended multiple transfers and abandonment actions to clean up legacy acquisitions from canceled projects. For Rapid City he said the transfers would complete terms of a 2004 road-transfer agreement and asked the commission to approve a resolution to transfer the listed parcels; commissioners approved the motion.
On a separate item Keyes recommended transferring a 17-foot strip (Lot H1) to the City of Sioux Falls to realign a continuous 50-foot right-of-way. For Coddington County he explained a canceled 1970s project resulted in a 13-mile acquisition; staff previously abandoned 11 miles and proposed transferring the final 2 miles at 100 feet of right-of-way while abandoning the extra 50 feet the county did not want. "So to summarize, item number 3... to transfer that 2 miles on the East end only out to a 100 feet, to Coddington County," Keyes said; the commission approved both transfer and abandonment items. All right-of-way resolutions were approved by roll call.
