Commission approves March 18 contract awards after low bids total $29.3 million; project 3 awarded to Ginseng Rock & Sand

Sam (program staff handling bid openings) told commissioners the March 18 bid opening produced 32 bids and low bids totaling $29,274,000—roughly 8.1% below the engineers' aggregate estimate. "The low bids totaled 29,274,000, which was 2,577,000 or 8.1% below our engineer's estimate of 31,849,000," Sam said, and staff recommended awards for the nine contracts with project 3 considered on its own.
Commissioners discussed significant variances on specific projects (project 7 had a nearly $2 million difference between low and high bids) and staff explained that differences can reflect material sourcing or contractor means of bringing required material to the site. The Commission approved the recommended awards by roll call, and separately approved award of project 3 to Ginseng Rock & Sand at a low bid of $654,000. Staff said they will follow up on unusually low pricing for one signage project to confirm scope and pricing assumptions.
