DOT rejects high bid for Turner County wetland‑bank vegetation contract

At the May 15 meeting the South Dakota Department of Transportation Commission voted to reject the sole Mitchell‑region contract presented from the May 12 bid opening.
Sam Weisgram told commissioners the low bidder for the Turner County wetland‑bank contract and associated routes near Sioux Falls was Midwest Constructors at $512,000, roughly $183,000 (about 55%) above the department's engineer's estimate of approximately $300,000. After consulting with the regional office, staff identified elements of the contract they believe can be modified to improve future bidding results and recommended rejecting the bids.
Commissioner Valerie moved to reject the contract and Commissioner Rickel seconded; the commission approved the rejection by roll call. Department staff will work with the regional office to revise the contract specifications and reissue the procurement as appropriate.
