Feb. 18 low bids 28.7% under estimate; commission approves awards for seven projects

DOT staff reported that bids opened Feb. 18 produced low bids totaling $5,841,000 — 28.7% below the engineering estimate — and recommended awarding seven contracts. Commissioners approved the awards on a voice vote after questions about competitiveness and asphalt prices.
Sam Weisigram of the Office of Project Development presented the Feb. 18 bid results: "The low bids totaled 5,841,000, which was 2,348,000 or 28.7 percent below our engineers estimate of 8,190,000," he said. He noted projects 1–6 were each more than 10% below estimate and project 7 was within 10%.
Commissioners asked about why competition increased and whether lower oil prices and cooling private-sector demand were factors. Weisigram said a combination of improved commodity stability, labor and equipment availability and regional market conditions contributed to increased bidding competition. The commission approved the recommended awards for projects 1–7 by voice vote.
