IDA warns regulatory headwinds have paused roughly $2 billion in renewable projects

Jamie Johnson, executive director of the Steuben County IDA, told the AP committee on Jan. 7 that broader policy and regulatory shifts are affecting local project timelines, saying the agency has seen about $2,000,000,000 in renewable energy projects put on hold until 2028 or later.
Johnson also discussed a specific manufacturing project: she said the Federal Railroad Administration has asked Alstom and Norfolk Southern to reassess a planned diesel‑battery hybrid freight engine and look at removing the battery component, a request that could affect the viability of the Kenona project. Johnson said the IDA and partners are monitoring the situation and expect more information in coming weeks.
Johnson framed the delays as part of a challenging state and federal policy environment for business, and she urged continued coordination between the IDA and county leaders to support projects where feasible.
