Board flags parking limits as key issue for Penn Yan short-term rental permit

The board considered a special use permit application by Laura Hart for a short-term rental at 100 Main Street in the Village of Penn Yan. Larry Strickland told the board the site "relies solely on municipal parking spaces, which are limited and restricted to 12-hour parking," and said the village is discussing assigning parking spaces to better regulate short-term rental impacts.
Steven Fulkerson moved that the referral "if the application follows all short-term rental regulations within the Village it has no significant countywide impact." The motion was seconded by Steven Hullings; Strickland and Chair Sarah Purdy abstained and the motion passed 11 in favor. The finding is advisory; enforcement of parking and rental rules remains a Village responsibility.
