Massengill told supervisors that the county’s Meherrin (regional jail) true‑up obligation for the most recent fiscal year was $155,877.62, a payment above contractual amounts due to proportional occupancy changes among partner jurisdictions. He also updated the board on tourism initiatives and Richard Bland College developments, including a planned executive director search and athletic program growth.
On natural‑resource issues, Massengill said the Appomattox Regional Water Authority is reviewing options for the hydroelectric lease and that recent ARRA notices regarding above‑water exhaust 'mud motors' have generated numerous resident calls. He said both Chesterfield and Dinwiddie ordinances prohibit the exhausts and that local stakeholders will be invited to ARRA meetings. "Our true up was $155,877.62," Massengill said in his report.
The administrator also raised resident concerns about noise and delivery timing at the South Central Wastewater Authority nutrient‑removal project and flagged potential regional governance opportunities including a transportation authority and a regional leadership academy.
