Planning staff presented case P-25-10, a request to rezone a parcel on Simmons Avenue from Business General (B2) to Residential Limited (R1), and recommended approval, saying the property aligns with the Northern Dinwiddie suburban residential area of the comprehensive land-use plan. "The R-one zoning district does allow for limited residential uses that are compatible with the existing scale of the residential development in this general area," Staff (Speaker 6) told commissioners.
Commissioners questioned split zoning on portions of the parcel and whether the existing house lay within the residential portion; staff replied the house is within the residential zoning and would be conforming if rezoned. With no applicant or representative present to answer questions, commissioners debated whether to proceed or postpone. Commissioner (Speaker 2) moved to table the item until a representative attends; the motion carried with six members voting in favor. The commission did not take further action on the merits of the rezoning and will revisit it when applicants or a representative appear.
