Commissioners approve Home4Good eviction-prevention grant and ESSA transportation MOU for foster youth

On March 11 the Lancaster County Board of Commissioners approved acceptance of a $19,768 Home4Good Eviction Prevention grant to provide housing stability assistance for families served through Behavioral Health/Developmental Services (BH/DS). The minutes record the grant term as January 27, 2026 through January 12, 2027 and list funding sources as the Federal Home Loan Bank of Pittsburgh and the Pennsylvania Housing Finance Agency (PHFA).
In the same motion block the Board also approved a Transportation Plan and Memorandum of Understanding (MOU) to be signed every three years with the county’s 17 school districts to provide cost‑effective transportation enabling foster-care youth to remain in their school of origin, as required by the Every Student Succeeds Act (ESSA) of 2015. Approval also authorized County Administrator Lawrence M. George to sign the school districts’ Transportation Plans and MOUs on the county’s behalf.
Both measures were recorded in the minutes as passed unanimously. The decisions were administrative approvals: the grant acceptance commits the county to the specified ARPA/funder-supported program period and the MOU formalizes recurring county‑school district coordination for foster‑youth transportation.
